asked the Secretary of State for the Environment what are the criteria by which, in his special grants programme, he decided the appropriate level of grant for each civic trust applying in 1984–85.

The grants awarded under the special grants programme are intended to assist national and regional voluntary organisations carrying out activities which further the Department's policy objectives. Priority is given to organisations encouraging practical voluntary action. Applications from the civic trust bodies are considered against the same general criteria as other applications and levels of grant reflect the merits of individual applications.
