Mr. Ron Davies

asked the Secretary of State for Wales what proportion of the housing block allocation for Rhymney Valley district council in 1983–84, in cash and percentage terms, is represented by enhancement from capital receipts accruing in that year and from previous years, respectively and cumulatively; and if he will provide the equivalent information for the estimates for 1984–85.

asked the Secretary of State for Wales what proportion of the housing block allocation for Rhymney Valley district council for 1983–84, in cash and percentage terms, was represented by expenditure on housing improvement grants; what is the equivalent information for the estimates for 1984–85; and if there is a limit on the proportions so spent by local authorities in Wales.

Provisional figures for 1983–84 show that Rhymney Valley district council spent £2.92 million—53 per cent. of its housing allocation—on improvement grants. The authority's forecast for 1984–85 is £2.9 million—66 per cent. It is for each authority to determine its own expenditure priorities in the light of the resources available to it.

asked the Secretary of State for Wales what has been the capital expenditure allocation for Rhymney Valley district council, specifically for housing,

Welsh local education authorities; which local education authorities currently receive cash under the training and vocational education initiative; and what additional sums will be available to Welsh local education authorities in 1985 and 1986.

In the present financial year Welsh counties are likely to spend on current and capital accounts about £680 million on education including meals and milk. All local authorities in Wales except Dyfed and South Glamorgan are participating in the technical and vocational education initiative. Details of the rate support grant settlement for 1985–86 and the level of capital resources for that year will be announced next week.

asked the Secretary of State for Wales what was the level of current expenditure on education by local education authorities in Wales for each year since 1978–79 in cash and cost terms.
