Mr. Dewar

asked the Secretary of State for Scotland if he will give the number of prisoners admitted to Scottish prisons in the latest year for which figures are available who were sentenced to periods of three months and 30 days or less, respectively; and what percentage this was of the total number of admissions of prisoners serving sentences in that year.

Mr. Dewar

asked the Secretary of State for Scotland if he will publish in the Official Report the scale of payments made in terms of section 17(2) of the Prisons (Scotland) Act 1982 or other legislation to prisoners released or about to be released from Scottish prisons; and if he will give the total sum so disbursed for the latest convenient period for which figures are available and the average payment per prisoner during that period.

The rates of discharge grant currently paid are as follows:

The total sum disbursed for this purpose in the financial year 1983–84 was £352,315. Details of the average payment per prisoner eligible for a discharge grant are not available.

Mr. Dewar

asked the Secretary of State for Scotland if a prisoner serving a sentence for the non-payment of a fine is entitled to remission on that sentence for good conduct.

Mr. Younger

A fine defaulter serving a term of imprisonment of more than five days may be granted remission of part of his term of imprisonment not exceeding one third of that term on the ground of his industry and good conduct.
