asked the Prime Minister whether it remains the policy of Her Majesty's Government not to change Gibraltar's relationship with the United Kingdom without the consent of the people of Gibraltar.

Yes. As my right hon. and learned Friend the Foreign Secretary told the House on 28 November, the British Government will fully maintain their commitment to honour the freely and democratically expressed wishes of the people of Gibraltar, as set out in the preamble to the 1969 constitution. The agreement which has been reached has been welcomed by the Chief Minister as an honourable outcome. In our view, it is very much in the interests of both Gibraltar and Spain. Full opening of the frontier should bring positive consequences for the economy of Gibraltar.
