asked the Secretary of State for the Environment, on the assumption that the 1984–85 block grant for upper tier authorities is attributed to lower tier authorities in proportion to their rateable value, which lower tier authorities will receive less block grant in real terms in 1984–85 than they were receiving rate support grant in 1979–80.

The allocation of block grant from upper tier to lower tier authorities on a rateable value basis conflicts with the equalisation principles of the block grant system and would not provide a meaningful basis of comparison with grant entitlements received under the pre-1981–82 arrangements.
