asked Her Majesty's Government:

Whether serious delays are being experienced by council house tenants in the London borough of Islington and Hackney who want to purchase their houses; and if so what action they propose to take to deal with this situation.

My right honourable friend the Secretary of State for the Environment remains concerned at the progress being achieved by a number of local authorities in implementing the right to buy, among them Hackney and Islington. All complaints from tenants facing difficulty or delay in exercising their right to buy are taken up vigorously with the authority concerned. If the noble Lord has particular cases in mind perhaps he will write to me.
