asked the Secretary of State for Scotland what measures of deregulation his Department has achieved during the year 1983–84; and what his plans are for 1984–85.

1983–84

At 31 December 1983, milk pricing in Scotland was decontrolled with the revocation of the statutory maximum prices for the ex-dairy and wholesale price of milk.

1984–85

I am at present seeking powers under the Police and Criminal Evidence Bill to enable me to delegate greater discretion to police authorities and chief constables to determine detailed questions relating to the pay,

allowances and conditions of service of police officers; and to give the Scottish Police Federation increased authority to regulate their internal affairs. Appropriate amendments to the present regulations on these matters will be made in the course of 1985.

During 1984–85 Parliamentary consent will be sought for a simplification and reduction of the regulations made under the Building (Scotland) Act 1959 controlling housing standards and related matters.

I am seeking views on the proposition that a system of Simplified Planning Zones might be introduced.
