§ Sir Keith JosephSection 3 of the Education Act 1981 gave LEAs the power to provide education otherwise than at schools for children with special educational needs without having to obtain my approval to the arrangements. Sections 25, 26 and 27 of the Chronically Sick and Disabled Persons Act 1970, which imposed certain duties on LEAs, were repealed.
Under the Education (Fees and Awards) Regulations 1983, I no longer impose on institutions of further and higher education minimum levels of fee to be charged to overseas students.
My right hon. Friend the Secretary of State for Wales and I have issued proposals to legislate in the forthcoming session to remove barriers in the way of maintained further education establishments' undertaking commercial activities.
