Mr. Dubs

asked the Secretary of State for the Home Department (1) how many (a) applications and (b) grants of citizenship were made for (i) registration with entitlement of adults, (ii) registration of minors and (iii) naturalisation in each month since 1 April 1983;

(2) how many applications for citizenship were (a) received, (b) granted and (c) outstanding in each month since January 1983;

(3) at 31 March 1983 and 31 march 1984, how many applications there were outstanding for (a) registration with entitlement, (b) registration of a minor, (c) naturalisation of a spouse of a British citizen and (d) other naturalisation and registration; and how many such applications at each date had been received within the preceding 12 months.

asked the Secretary of State for the Home Department how many applications have been (a) received, (b) granted and (c) refused for the registration of minors born in the United Kingdom since 1 January 1983 under the British Nationality Act 1981; and how many in each category were stateless.

The following is the available information. Up to 30 June 1984, 13 children were registered under section 1(3) of the British Nationality Act 1981, none of whom were proved to have been stateless: one application was refused and another withdrawn by the applicant.

During the same period 40 stateless children were registered under section 3(1) of the Act, but it is likely that all or most of them were born abroad.

asked the Secretary of State for the Home Department what is the average time currently taken to process an application for citizenship by (a) registration of adults, (b) registration of minors, (c) naturalisation of a person married to a British citizen and (d) other naturalisation.

Mr. Waddington

The current average waiting time for persons seeking British citizenship is 13 months in registration cases generally, including applications from minors, and in naturalisation cases 15 months, including applications from persons married to a British citizen.

asked the Secretary of State for the Home Department how many applications for British citizenship were granted under section 5 of the British Nationality Act 1981 between 1 April 1983 and 31 March 1984.

asked the Secretary of State for the Home Department how many applications for British citizenship were granted in (a) Gibraltar and (b) other overseas posts between 1 April 1983 and 31 March 1984.

The number of applications for British citizenship granted by overseas posts is notified half-yearly. In 1983 the numbers were:

(a) Gibraltar Nil
(b) Other overseas posts 198

All related to applications made before 1 January 1983 since the relevant provisions were not preserved by the British Nationality Act 1981.
