asked the Secretary of State for the Home Department what guidance he issues to the police as to the circumstances under which they would issue information to local authorities under the Children and Young Persons Act 1969 about offences committed and alleged offences.

The Home Office published in 1970 a guide to part I of the Children and Young Persons Act 1969. Paragraphs 92–97 of that guide deal with arrangements for police liaison with local authorities. Home Office circulars 211/1978 and 83/1980 emphasised to chief officers the importance of inter agency co-operation in dealing with juvenile offenders. In addition there is other guidance to the police on various aspects of dealing with juveniles which may suggest that liaison with local authorities would be appropriate; details of this guidance were given in my answer to a question from the hon. Member on 4 July at column154–5. All these liaison arrangements will include the ready exchange of information on a confidential basis between the agencies concerned.
