asked the Secretary of State for Transport if he is satisfied that the M25 in Waltham Abbey and elsewhere in the Epping Forest district of Essex is everywhere fully-protected against illicit access by people or animals.

There is fencing throughout including extensive lengths of special deer-proof fencing and solid acoustic fencing. Some additional high fencing will shortly be erected to the south-east of Lodge lane footbridge, Waltham Abbey, where children have been playing on a landscape area adjoining the motorway. I am otherwise satisfied that all reasonable steps have been taken to deter unlawful access. No motorway can be fully protected from those determined to trespass. But I am grateful to the police for their surveillance and particularly for touring local schools to warn of its dangers.
