Mr. Tony Banks

asked the Secretary of State for the Environment what was the cumulative reduction in rate support grant in England between 1978–79 and 1984–85 at 1984–85 prices; and what this amount represents in terms of an increase in the standard rate of income tax in 1984–85.

Mr. Waldegrave

The reduction in rate support grant in England between 1978–79 and 1984–85 accumulated over the six years is estimated at £8.9 billion, at 1984–85 prices (based on movements in the GDP deflator). It is estimated that, in 1984–85, in the United Kingdom 1p on the standard rate of income tax will raise £1 billion.
