Whether the working group on outer space at Geneva, which Baroness Young said (H.L. Deb 22nd March, col. 1372) is to examine all the issues, will consider drafts of possible new treaties.

We naturally attach great importance to the prevention of an arms race in outer space, but consider that the first step must be the review of all existing relevant international agreements to see in what way, if any, these may need to be supplemented. Only then can the question of future initiatives, including the possibility of new treaties, be addressed.
