§ Mr. LuceWe deplore the recent incursions into Thai territory by Vietnamese troops from Cambodia and the resulting loss of life and disruption to refugee communities on the Thai-Cambodian border. We continue to believe that there should be an early withdrawal of all Vietnamese forces from Cambodia.
