asked the Prime Minister by what criteria the Government propose to judge the fairness of any agreement reached on the sharing of European Economic Community budgetary burdens and on control of agricultural and other expenditure.

As I have made clear since the European Council at Stuttgart last June, we propose to judge the fairness of any agreement reached on the sharing of financial burdens in the Community according to whether it ensures that a member state's contribution will in future be related to its ability to pay. We will judge any agreement on budget discipline according to whether it ensures effective control of agriculture and other Community expenditure.
