§ Mr. RifkindThe provisional agreement reached on budgetary control at the Brussels European Council was a major advance. It is now agreed for the first time that agriculture will in future take a decreasing proportion of the Community budget and that the maximum level of Community expenditure will be determined at the beginning of the budgetary year. Work on the detailed measures necessary to guarantee the effective application of these provisions has now been remitted to the Council of Finance Ministers.
