asked the Secretary of State for Education and Science how he was able to announce the total number of people remaining in full-time education for January 1984, when data on the numbers remaining in full-time education in each local authority were not available.

The figures that I gave the House on 7 March related to those remaining in full-time education aged 16 and 17 in Great Britain. I indicated that the figures for January 1984 were estimates. These estimates were based on sample information which, although sufficiently accurate for national estimates (after rounding to the nearest 10,000), was not large enough to provide reliable estimates at individual local authority level.
