asked the Secretary of State for Scotland why the Scottish Development Agency has not joined the Prestwick Freeport Company.

The criteria for freeport applications required potential operators to demonstrate that the investment, development and promotion of the freeport would not require additional funding by the Government or from Government-funded bodies. One of the main strengths of the Prestwick application was that the equity for the development company was to be provided almost entirely by the private sector. I understand that the equity has now been fully subscribed.
