asked the Secretary of State for the Home Department if he will arrange for holders of Commonwealth passports not to be treated as foreigners by immigration staff on entering the United Kingdom.

The treatment of Commonwealth citizens seeking entry to the United Kingdom is governed by the Immigration Act and the immigration rules approved by Parliament, under which Commonwealth citizens must in general satisfy the same tests as non-Commonwealth citizens in order to qualify for admission.
