Mr. William Ross

asked the Secretary of State for Northern Ireland what type of specialist training is normally required for an officer in the Department of the Environment water service professional and technical officer grade 1, before he is considered competent to carry out duties in the productivity field; and if all officers engaged in this work have been through the relevant courses.

There are four management advisory officer posts at professional and technology officer grade I within the Department of the Environment for Northern Ireland water service, which provide a wide-ranging advisory service to management on operational matters including the implementation and maintenance of productivity schemes. Staff are selected to fill these posts on the basis of their general competence in the civil engineering field, and specialist training in productivity duties before appointment is not a requiretment. Officers engaged in this work are given appropriate training.

asked the Secretary of State for Northern Ireland of those persons promoted from professional and technical officer grade II to grade I after interview at the last promotion board to be held for that purpose in respect of the Department of the Environment water service, how many were given posts in the productivity field; and, of those promoted to such posts, how many had undertaken specialist training in that field.

Following a promotion board held in December 1983 for professional and technology officer grade I (civil engineering) posts in the Department of the Environment for Northern Ireland water service, one officer was appointed to a management advisory officer post in that grade; there is no requirement for specialist training in productivity duties before appointment to a mangement advisory officer post.

asked the Secretary of State for Northern Ireland when the last promotion board for the post of professional and technical officer grade I in the Department of the Environment water service was held; and, at that time, how many persons were interviewed by the board in the (a) western, (b) southern, (c) northern, (d) eastern divisions and (e) the central design unit.

The last promotion board for professional and technology officer grade I (civil engineering) posts in the Department of the Environment for Northern Ireland water service was in December 1983. Those interviewed were employed as follows:—
