§ Mr. John PattenThere is no standard rate of payment to mentally handicapped people engaged in work of a commercial or industrial nature in adult training centres or hospitals. Payments are entirely at the discretion of the local authority or health authority concerned and are not related solely to the work done, but are also intended to assist with the training and rehabilitation of the mentally handicapped people involved.
