Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs what advice has been given to officials at Government communications headquarters by the Treasury solicitors in relation to their trade union membership; and if he will make a statement.

No advice has been given to individual officials. Treasury solicitors have, however,. been involved in advising the Government and GCHQ management of the legal aspects of this issue.

Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the assistance given by management at Government communications headquarters in setting up a staff association.

GCHQ management has put forward some ideas and suggestions in a discussion paper for consideration by staff, and will make arrangements for meetings to be held in official time if staff so request.
