§ Sir Geoffrey HoweNo advice has been given to individual officials. Treasury solicitors have, however,. been involved in advising the Government and GCHQ management of the legal aspects of this issue.

§ Sir Geoffrey HoweGCHQ management has put forward some ideas and suggestions in a discussion paper for consideration by staff, and will make arrangements for meetings to be held in official time if staff so request.
