asked the Secretary of State for Trade and Industry if he will list the main non-tariff barriers to the free movement of British manufactured goods within the European Community.

Individual manufacturers' perceptions of what constitute the main non-tariff barriers in exporting to other member states vary considerably. These barriers to trade fall, however, into three broad categories: paperwork and administrative formalities at intra-Community frontiers; differing national standards and technical regulations; and national state aids which can distort free competition.

The Government are committed to making a reality of the Community internal market for both goods and services, and will continue to play a full part in the discussions of the Council of Ministers aimed at reducing barriers to internal trade.
