asked the Secretary of State for Employment if he is satisfied with the operation of the current law relating to the 3 per cent. statutory quota for the employment of the disabled; and if he will make a statement.

The Government have been concerned for some time that the quota scheme is no longer working satisfactorily. We have therefore asked the Manpower Services Commission to look at ways suggested by the Select Committee on Employment and others for improving the effectiveness of the scheme within the framework of the existing legislation.

To help in this task the commission has set up a working group whose membership includes representatives of the National Advisory Council on Employment of Disabled People, disabled people's organisations, the CBI and the TUC. This group has already met on a number of occasions and we look forward to receiving the Commission's advice later this year.
