Mr. Nellist

asked the Secretary of state for the Environment if he will estimate the cost to local government of the current proposal by the National Coal Board to accelerate pit closures (a) for the first 12 months, (b) for the next five years and (c) for the next 10 years, of (i) rent and rate rebates and (ii) loss of rate income; and if he will make a statement.

* Care must be exercised in the use of these figures. The rate support grant system changed in 1981–82. The figures for earlier years are not comparable. Prior to 1981–82, the resources element was paid only to district councils. The introduction of block grant in 1981.82 brought with it full needs equalisation at district level.
