Mr. Gordon Brown

asked the Secretary of State for Social Services whether Mr. Jeremy Rowe will have the status of a temporary civil servant in his new position as chairman of the review of housing benefits; and what are the terms and conditions, including the salary, of his appointment.

Dr. Boyson

The independent chairman of an inquiry does not require the status of a temporary civil servant. Fees and expenses will be met under standing Treasury rules for such bodies.

Mr. Gordon Brown

asked the Secretary of State for Social Services whether Mr. Jeremy Rowe will work within the guidelines of the Civil Service code of conduct, especially paragraphs 5870 and 5854.

Since Mr. Rowe is not a civil servant the provisions referred to do not apply.

asked the Secretary of State for Social Services whether his adviser, Mr. Jeremy Rowe, will give up his directorships and shareholdings in his new position as chairman of the review of housing benefits.

No. There is no incompatibility between Mr. Rowe's appointment and his business interests.
