asked the Secretary of State for Defence what progress is being made in developing the system of annual performance reviews in his Department.

The Management Information System for Ministers and top management (MINIS) was introduced in the Ministry of Defence in 1983. It is the framework through which we are seeking to improve management at all levels, by clarifying responsibility and objectives, extending the concept of accountability, and promoting more effective and efficient use of our defence resources. The first round of MINIS covered the Ministry's headquarters staff in detail, and encompassed in total the activities of some 250,000 Service and civilian personnel. As a result of MINIS 1, on 12 March 1984, at columns 22–30, my right hon. Friend has announced proposals for major changes in the higher organisation for defence. The second round of MINIS, just beginning, will extend the MINIS process to include the headquarters of front line commands and it will link closely with the development of a system of delegated "responsibility budgets" throughout the Department.
