Mr. Marlow

asked the Prime Minister if she will make it her policy that the reforms of the European Economic Community agricultural policy and the United Kingdom net budget contributions be kept independent of whatever decision may subsequently be taken by this House with respect to European Economic Community own resources.

I have consistently made it clear that I would be prepared to consider an increase in own resources provided that we reached agreement on effective control of agricultural and other Community expenditure, and provided that it was accompanied by a lasting arrangement to ensure fair sharing of financial burdens. But any decision to increase own resources would have to be approved by Parliament.
