asked the Secretary of State for the Environment under what conditions a district valuer is allowed to negotiate the price of a compulsory purchase order to include compound interest.

Section 11 of the Compulsory Purchase Act 1965 provides for the compensation agreed or awarded to carry interest from the date when possession is taken of the land. The district valuer is qualified to advise on the assessment of the compensation due but the calculation of the interest payable in accordance with the statute is not a matter of valuation or for negotiation.
