Mr. Forth

asked the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy in the context of the negotiations of Lomé III with regard to relating the giving of development aid to human rights standards.

Mr. Raison

The Government support the Community's proposal that human rights should be specifically referred to in the next Convention, and there has been a preliminary exchange of views with the ACP states. The Community has already agreed to reserve the right, in cases of extreme violation of human rights, to freeze aid which is not of direct benefit to people in need.
