asked the Secretary of State for the Environment if he is satisfied with the arrangements made for investigating the possibility of flooding during the various stages of a planning application relating to any proposed development in the city of Wakefield.

Planning applications in Wakefield, as elsewhere, fall to be determined by the local planning authority on the merits of each case and in the light of all material considerations. My Department's Circular 17/82 emphasises that where land drainage considerations arise they should always be taken into account in determining planning applications, but arrangements for investigating flood risks will be a matter for local planning authorities themselves.
