§ The Prime MinisterThe strict financial guideline is of particular concern to my right hon. Friends the Secretary of State for Foreign and Commonwealth Affairs, the Chancellor of the Exchequer and the Minister of Agriculture, Fisheries and Food. Negotiations have recently taken place on this issue in the Council of Ministers (Foreign Affairs).
