Mr. Tony Banks

asked the Secretary of State for the Home Department if he will list all capital projects costing over £100,000 and which are included in the total of civil defence expenditure in public expenditure White Papers for 1978–79 to 1986–87.

Projects costing over £100,000 undertaken, or to be undertaken, during financial years 1978–79 to 1986–87 are as follows:

  1. (1) Development of the wartime broadcasting service (capital grants to the BBC).
  2. (2) Purchase of radiation detectors, identification and computation equipment.
  3. (3) Purchase of attack warning equipment.
  4. (4) Replacement of the United Kingdom Warning and Monitoring Organisation carrier warning system.
  5. (5) Replacement of speech and telegraph radio emergency communications network.
  6. (6) Construction of premises for wartime regional government.
  7. (7) Construction of premises for the United Kingdom Warning and Monitoring Organisation.
  8. (8) Purchase of mechanical handling equipment for use in connection with the Government's emergency food stockpile.
  9. (9) Changes in level of Government's emergency food stockpile.
  10. (10) Capital grants to secure due functioning of British Telecommunications undertakings in the event of attack.
