§ Mr. Macleanasked the Minister of Agriculture, Fisheries and Food if he will make a statement on the 586W implementation of articles 3(5) and 10(2) of the less-favoured areas directive of the European Economic Community.
§ Mrs. FennerArticle 3(5) of Directive 75/268/EEC (the Less Favoured Areas Directive) provides for the designation as "less favoured" of small areas affected by specific handicaps other than altitude or poor land. To qualify for such designation member states must demonstrate that it is necessary for farming to continue in the area in order to conserve the countryside and to preserve its tourist potential or to protect the coast line. Of United Kingdom less favoured areas, only the Scilly Isles are designated under article 3(5). Article 10(2) of Directive 75/268/EEC enables member states to grant aid investment for the development on farm businesses of tourist or craft industry. Such investment must form part of a farm development plan and is restricted to a maximum investment of about £9,000 per farm. Similar incentives towards tourism and craft industries are provided already under schemes promoted by the tourist boards and the Council for Small Industries in Rural Areas. Article 10(2) has not been implemented in the United Kingdom.
