§ Mr. Peter MorrisonNo. The Youthaid article was based on one of several studies examining the role of the youth opportunities programme between 1978 and 1982 in different parts of the country. The study was in fact completed before the commencement of the youth training scheme and the article's comments on this scheme are therefore purely speculative.
