asked the Secretary of State for Social Services when the arrangements for medical tests and assessments of children commencing school undertaken by or on behalf of local education authorities were last reviewed; and if he will make a statement.

The provision made for the health services for children, up to and including school life, was reviewed by the committee on child health services whose report "Fit for the Future" — the Court report — was published in 1976. Subsequently, the Department made available to health authorities a paper, "Prevention in the Child Health Services" which included advice on medical examination and health surveillance during a child's attendance at school. The implementation, in April 1983, of the 1981 Education Act introduced new procedures for the assessment of children with special educational needs.
