asked Her Majesty's Government:

Following their Answer on 1st February 1984 (col. 756) whether—

  1. (a) any part of the central health departments' administration costs consist of payments (notional or actual) to other government departments (in particular the Boards of Customs and Excise and of Inland Revenue), in recognition of the costs of such departments which arise from, or can be attributed to. collecting the majority of the funding of the NHS; and if so. what were these payments, for the year 1982–83 for England, Scotland and Wales:
  2. (b) any parts of the remuneration paid to the following members of district management teams in England and Wales—
    1. (i) the consultant member,
    2. (ii) the general practitioner member,
    3. (ii) the district community physician;
    4. (iv) the district nursing officer;
    • are regarded as administrative costs, and are included as parts of 'he administration expediture of their districts (or region): and if so. what fractions of their remuneration respectively are so regarded and included in administrative costs of the service and in particular, whether the sessional equivalent payments paid to the two clinician members (currently £2.650 p.a.) are included in the administration costs set down in the Written Answer referred to above;

  3. (c) in Scotland, any parts of the remuneration of the administrative medical officer, and the nursing officer who serve on a district executive group are attributed to administration costs, and if so, what proportion in each case.

The administration costs of the central health departments, in common with those of others, do not include any contribution towards the costs of the departments responsible for raising revenue. The headquarters administration costs of health authorities do include the relevant remuneration of the members of district management teams and executive groups listed (including any specific fees paid to clinician members), but information on the amounts so included is not held centrally.
