asked the Secretary of State for Transport when he expects to receive the results of the assessment of the voluntary training scheme for motor cycle riders; and if he will make a statement.

I have undertaken to review the operation of the motor cycle safety measures in the Transport Act 1981 after they have been in operation for about three years. It is still too soon to assess their effect. While I am pleased that motor cycle casualties fell in the first three quarters of 1983, there is still a need for more learner riders to respond to the Government's incentives to take training and pass their test.
