Friend has suggested that, subject to the Education (Grants and Awards) Bill receiving Royal Assent, which is currently awaited, and to further consultations with the local authority associations he should take powers to assist with the provision of microelectronic devices for disabled pupils. His powers of direct intervention are, however, limited, and the primary responsibility for implementing the Education Act 1981 lies with the local education authorities.
