asked the Secretary of State for Foreign and Commonwealth Affairs what consultations he intends to have on the provision of aid, following the apparent softening of the Vietnamese Government's position towards Kampuchea; and if he will make a statement.

Mr. Raison

The continuing Vietnamese occupation of Cambodia and continuing breaches of human rights in Vietnam make it inappropriate for us to resume aid to Vietnam or Cambodia. We are aware of reports that the Vietnamese may have put forward new proposals for negotiations over Cambodia; but we have no evidence that this represents a genuine softening of their attitude.
