§ Mr. RaisonThe continuing Vietnamese occupation of Cambodia and continuing breaches of human rights in Vietnam make it inappropriate for us to resume aid to Vietnam or Cambodia. We are aware of reports that the Vietnamese may have put forward new proposals for negotiations over Cambodia; but we have no evidence that this represents a genuine softening of their attitude.
