§ Mr. HurdOn the night of 27 October the inmate population at 45 prison department establishments exceeded their certified normal accommodation figure. In addition there were 11 dual or multi-purpose establishments where the certified normal accommodation figure was exceeded in part but not in the whole of the establishment.
