§ Mr. RidleyThe objectives are inter-related. An efficient railway, providing good value for money, gives its customers reliable, attractive and punctual services at acceptable fares and charges, and at a reduced cost to the taxpayer. There is no need for me to attach relative priorities to the objectives in paragraph 2 of the letter.
