§ Mr. WhitneyNo. The BBC external services are responsible for their own management and for deciding the terms and conditions of employment of staff having regard to operational requirements. I understand that people of 103W many races are employed by them, and I have no reason to believe that black broadcasters on short-term contracts are the victims of discrimination.
