asked Her Majesty's Government:

When they anticipate the 1974 proposal for a council directive on permissible noise levels for pneumatic concrete breakers and jackhammers is to be adopted, and if he will make a Statement about the reasons for the delay in adopting this proposal.

It is not possible to predict when the proposals for directives dealing with noise from construction plant and equipment,of which this is one, are likely to be adopted. Negotiations, while technically well advanced in the case of concrete breakers and picks, are subject to determination of the arrangements relating to certification of products from third countries. This wider question is still under consideration by the Council of Ministers.
