§ Mrs. ChalkerRegulations made under the Vehicles (Excise) Act 1971 require my right hon. Friend to provide information from the vehicle register to the police, Government Departments and local authorities in connection with the investigation of an offence, and to anyone who can show "reasonable cause". The practice for many years has been to regard "reasonable cause" as shown only where inquiries relate to road safety or to criminal or civil law involving the direct use of the vehicle.
