Mr. Michael Forsyth

asked the Minister of Agriculture, Fisheries and Food if he will list the statutory powers under which he is authorised to make payments of any kind to non-Government bodies, including individuals, the total amount paid under each statutory power in 1982–83 and the number of staff involved in making such payments.

Mr. Jopling

My Departments make a variety of payments under a considerable number of statutory authorities. Details of these payments and of the total numbers of staff engaged by my Departments are given in Class III of Supply Estimates. Those for 1982–83 were published on 9 March 1982 (HC 214—III of 1981–82 session). Actual expenditure during that year was set out

in the 1982–83 Appropriation Accounts (Volume 3: Class III) published on 4 November 1983 (HC 88–111 of 1983–84 session). Payments by the intervention board for agricultural produce are made under the authority of the European Communities Act 1972, but information about total expenditure by the Ministry of Agriculture, Fisheries and Food under each of my statutory powers and the number of staff involved in each case is not readily available and could be provided only at disproportionate cost.
