asked the Secretary of State for Transport what proposals are being considered to alter the regulations relating to lights fitted to new motor vehicles; why these proposals are being considered; and if he will make a statement.

We are considering introducing regulations to require dim-dip lighting devices to be fitted to all new motor vehicles. My statement on 17 November 1982—[Vol. 32, c.196]—explained the working and the purpose of these devices.

The Department has also recently circulated for comment new draft regulations to consolidate and simplify all the existing vehicle lighting requirements. Initial reaction has largely been very favourable and we hope to be able to announce the introduction of the regulations early next year.
