§ Sir Keith JosephThe Government's proposals are set out in the White Paper, "Streamlining the Cities" (Cmnd. 9063) published on 7 October. In addition, I published yesterday a consultative paper setting out more detailed proposals on ways of increasing the involvement of the individual boroughs in the educational provision made for their areas.
