§ Mr. Wyn RobertsAs part of the annual review procedure which my right hon. Friend has introduced, district health authorities in Wales are required to devote the first 0.5 per cent. of genuine efficiency savings, based on their annual revenue allocations, to programmes approved by the Welsh Office of continuing care, including community care, for elderly, mentally ill and mentally handicapped people. This requirement will operate fully with effect from the financial year 1984–85, in respect of which allocations have yet to be decided. This will ensure progress throughout Wales in developing these services, but it is in addition open to authorities to devote further resources to these client groups from their discretionary allocation or from efficiency savings higher than the required minimum.
