§ Mr. Allan StewartMy right hon. Friend the then Secretary of State for Energy was responsible for commissioning W. S. Atkins in March 1981 to undertake feasibility studies of major combined heat and power schemes. Edinburgh was one of the nine areas examined in the Atkins report.
